Thom serves as the Senior Vice President for Policy & Impact at Lincoln Avenue Capital. He is responsible for leading Lincoln Avenue Capital’s public affairs, state and federal policy advocacy as well as impact initiatives.
Thom is a nationally recognized leader in affordable housing and community development policy. Prior to joining Lincoln Avenue Capital, he served as President of the National Housing & Rehabilitation Association (NH&RA), where he received the NHP Foundation’s Affordable Housing Advocacy Award in 2018.
Thom contributes to numerous community development organizations and has been published in a variety of industry journals including Tax Credit Advisor, Independent Banker, and the Novogradac Journal of Tax Credits. He was previously employed at a national lobbying firm focused on financial services and technology issues. Before moving to Washington, he worked in media relations in the New York State Assembly and as an assistant for New Hampshire Governor Jeanne Shaheen. Thom graduated Magna Cum Laude from Tufts University with a double major in Political Science and History.
