Andrew Lozano

Policy Director

Andrew Lozano is the Policy Director at the Affordable Housing Tax Credit Coalition (AHTCC), where he monitors and examines legislative and regulatory policy and engages with industry stakeholders to support advocacy to expand and strengthen the Low-Income Housing Tax Credit (Housing Credit). Prior to joining AHTCC, Andrew served the District of Columbia in DC Health’s Office of Health Equity, where he helped lead the implementation of a multi-sector, Health In All Policies solution to improve the District’s homeless services system. Andrew brings expertise working at the intersection of housing and health, experience in strategic communications and evidence-based policy analysis, and a passion for ensuring every person has access to a healthy, affordable home. He holds a Master of Public Health in Health Policy from George Washington University and a Bachelor of Arts in Biology from Pepperdine University.
