Chief Executive Officer
Emily Cadik is Chief Executive Officer of the Affordable Housing Tax Credit Coalition (AHTCC), where she leads national advocacy efforts to advance affordable rental housing financed through the Low-Income Housing Tax Credit (Housing Credit). With more than 15 years of experience in affordable housing policy, she has played a pivotal role in securing major legislative victories for the Housing Credit, including the program’s historic expansion in 2025. Under her leadership, AHTCC has also experienced significant organizational growth, including doubling its membership.
Before joining the AHTCC, Emily served as Senior Director of Public Policy at Enterprise Community Partners. In that role, she served on the AHTCC Board of Directors and helped lead the ACTION Campaign, a nationwide coalition advocating for the Housing Credit. Earlier in her career, she was a Presidential Management Fellow at the U.S. Department of Housing and Urban Development, where she worked as a program coordinator for the Moving to Work demonstration and served in the Office of Intergovernmental Affairs.
Emily’s leadership and contributions to affordable housing policy have earned national recognition. In 2026, she was named one of Washingtonian Magazine’s 500 Most Influential People in Washington, D.C. She also received The NHP Foundation’s inaugural Advocacy Award in 2017 and was recognized as one of Affordable Housing Finance magazine’s Young Leaders in 2016.
Emily holds a Master of Public Policy from the Harvard Kennedy School and a Bachelor of Arts from The University of Texas at Austin.
