Donoe Estates is the new construction of 84 units located in St. Thomas, U.S. Virgin Islands, offering critically needed resilient housing for Virgin Islanders earning 24 to 60% of the area median income. The Pennrose, LLC development has given priority application to victims whose homes were destroyed from Hurricanes Marilyn, Irma and Maria. 3D energy modeling was used to determine the most favorable orientation for the buildings based on prevailing breezes at the site, sun angles, and shading for maximum daylighting with minimal solar heat gain.

Designed to National Green Building Standards, Donoe Estates includes photo-voltaic (PV) solar panels, Energy Star appliances, low-water usage fixtures, led lights/ceiling fans, occupancy sensors for common areas/community spaces to reduce energy consumption, solar-power water heaters in units. The development offer a business center/computer lab, community room, courtyard, exercise facility, on-site management, a children’s playground, a community park, 126 off-street parking spaces for a ration of 1.5 parking spaces per unit, and video surveillance.

In collaboration with the Virgin Island Housing Authority (VIHA), residents will be provided with budgeting/financial management, workforce readiness, computer skills, resume preparation, interview guidance, employment leads, child tutoring, fitness/nutrition and substance abuse/mental health counseling. Most local services and amenities are located within 1.4 miles of the site and includes a supermarket, post office, library, pharmacy, police and fire stations, and medical center, as well as area schools. The St. Thomas/St. John School District is a K-12 urban schools district that consists of 11 elementary school, three middle school, and three high school campuses. The Roy Lester Schneider Regional Medical Center (1.2 miles south) is a 169-bed full service acute care hospital offering pediatric, cardiology, orthopedic, and emergency services.

The 9 percent Low-Income Housing Tax Credit was used to finance the property, with syndication facilitated by Hunt Capital Partners.
