Kevin Dowling

Executive Vice President

Kevin Dowling is the Executive Vice President of the Affordable Housing Tax Credit Coalition (AHTCC), where he serves as the chief deputy to the CEO and helps lead the organization’s advocacy, strategic initiatives, and long‑term growth strategy.

Prior to joining the AHTCC, he was the Head of Government Affairs in the U.S. for global manufacturing conglomerate 3M, where he led federal and state advocacy, trade association engagement, and the 3M employee PAC.

Before joining 3M, Kevin was a Senior Vice President in the tax and financial services practice of Venn Strategies, a bipartisan government relations and public affairs firm. During that time, he represented the AHTCC and played a critical role in expanding bipartisan support for the coalition’s key legislative efforts.

Kevin has over 17 years of Washington, DC experience, including as a Legislative Director in the House of Representatives, campaign adviser, and strategist advising corporate executives, non-profits, and advocacy campaigns. He earned a master’s degree in public policy from George Mason University and a Bachelor of Science from SUNY ESF at Syracuse University.
