BROOKLAND PLACE APARTMENTS

WASHINGTON, DC

Brookland Place Apartments (“Brookland”) features 80 homes of affordable housing located in garden style apartment buildings in Ward 5 of Washington, DC. Its 12 buildings were constructed in the 1950s and underwent an extensive $10.3M renovation in 2019. With significant revitalization occurring in the neighborhood, this project was critical to the preservation of affordable housing in a transit-oriented, quickly gentrifying area.

Wesley Housing acquired the property in April 2016 after the community’s tenants association executed a Purchase and Sale Agreement with the former owners through the Tenant Opportunity to Purchase Act and selected Wesley as its new property manager and developer. Using Tax-Exempt Bonds issued by the DC Housing Finance Agency, 4 percent Low-Income Housing Tax Credits (Housing Credit), and an $8.8M Housing Production Trust Fund subordinate loan from the D.C. Department of Housing & Community Development, Wesley revitalized the community and successfully preserved affordability for 40 years.

Today, Brookland is 98 percent occupied and serves 167 diverse residents whose average annual income is $24,514, less than a quarter of the region’s Area Median Income (AMI). 77 percent of homes are single parent households.

Brookland Place employs a full-time Resident Services Coordinator (RSC) whose office is located within one of its apartment buildings, adjacent to the Community Resource Center. The RSC shares her time between Brookland Place and three nearby Wesley-owned apartment communities in DC. The RSC is available to help residents prevent eviction in times of crisis, navigate social services, manage their health, enhance their careers, and more.

Brookland Place is well-located in Northeast DC, situated within walking distances of both the Rhode Island Avenue and Brookland-CUA Metro stations, as well as restaurants, shopping, two universities, elementary schools, and more. The Brookland neighborhood itself has a collection of educational opportunities and retail choices and is very close to downtown DC and its employment opportunities.
