Fort Chaplin Park Apartments, acquired and rehabilitated by Standard Communities and syndicated by Alliant Capital, provides 549 units of affordable rental housing in Washington, District of Columbia. Standard Communities was chosen as the partner for the project after residents exercised the city’s Tenant Opportunity to Purchase Act. Residents were engaged to inform the scope of work, deal structure, and design of the community programming and resident services, as well as the new 5,000 square foot Community Center, which is the home base for innovative services and programs that target all age groups and skill sets, from after school care and summer camp programming to health and wellness screenings to adult education classes and job training. The rehabilitation was completed without displacing residents from the property, minimizing the disruption to their lives, and increased the percentage of the units that were previously affordable from 70 percent to 100 percent of units, ensuring affordability for at least the next 30 years.
Fort Chaplin Park Apartments also features the largest rooftop community solar photovoltaic system in D.C. Under Washington, D.C.’s innovative Solar for All program, Standard Communities together with SaveSolar and New Columbia Solar, equipped Fort Chaplin Park Apartments with a 100% renewable solar energy system. The community solar photovoltaic system spans 45 buildings and generates more than 1.5 million kWh of energy annually. Hundreds of low and moderate-income households will receive affordable renewable energy equating to over $2 million dollars in energy savings over the life of the system, or approximately $500 a year per resident.
