Golden Hill Apartments is a 164-apartment housing community that is 100 percent affordable, serving residents between 30 and 80 percent of the area median income. Located on the former site of the Ulster County jail, this development transforms a historically significant and long-underutilized lot into a vibrant and welcoming new residential campus designed to serve individuals, seniors, and families.
The community includes a mix of apartment types, with 80 apartments dedicated to seniors aged 62 and older, alongside family and general occupancy homes. Additional homes are set aside for individuals who may benefit from supportive services, such as survivors of domestic violence and people formerly experiencing homelessness. Golden Hill is designed to promote stability, independence, and long-term well-being through both its physical environment and integrated service model. Residents benefit from amenities including a community hub, resident lounges, fitness center, on-site daycare, community garden, playgrounds, and outdoor spaces with direct access to the Empire State Trail.
Golden Hill is fully electric and built to Enterprise Green Communities Plus standards, incorporating energy-efficient systems and a large-scale rooftop solar installation to reduce environmental impact and lower utility costs. On-site supportive services provided by Family of Woodstock, along with Pennroseās Community Impact Coordinator, offer case management, crisis intervention, financial counseling, and resident programming to support long-term success.
The development represents the efforts of Pennrose, Family of Woodstock, and Hudson Housing to preserve, improve, and increase affordable housing opportunities in Kingston, New York.
