McDaniel Apartments

McDaniel Apartments in Jackson, Michigan won the 2026 Recognition of Housing Tax Credit Excellence in the Housing for Special Populations category.

McDaniel Apartments is an expansion of the nation’s first community directly link long-term housing with recovery support (Andy’s Place), advancing Michigan’s pioneering Permanent Recovery Supportive Housing (PRSH) model. Located in Jackson, Michigan, the development provides 26 affordable homes for families recovering from opioid and substance use disorders. Sixteen of the homes are restricted for individuals at 30 percent of area median income, and 10 homes are restricted for individuals at 50 percent of the area median income.

McDaniel Apartments provides tenant referrals to local substance use disorder agencies to ensure families, including expectant mothers and those with children, receive stable housing and have access to support systems during the critical months and years following treatment – when both those in recovery and children need the most support.  By combining permanent housing with on-site recovery services, McDaniel Apartments helps parents achieve sobriety and rebuild their lives, while giving children the consistent, stable environment essential for healthy development.

Named in honor of Cinnaire CEO Mark McDaniel, the development reflects visionary leadership and a highly coordinated public-private partnership.

The development represents the efforts of Milner & Caringella, the Community Action Agency, and Cinnaire to preserve, improve, and increase affordable housing opportunities in Jackson, Michigan.

Congressional Recognition

Statement of Support from Representative Tim Walberg (R-MI-5)

“I’m proud to see the McDaniel Apartments receive the 2026 Recognition of Housing Tax Credit Excellence. As part of Andy’s Place II, this housing development provides families overcoming opioid addiction with safe, affordable housing and vital recovery services and support. One of the greatest obstacles to recovery is the lack of stable housing, and the McDaniel Apartments are helping to create lasting stability for those in recovery and keep families together.”
