Located along Fourth Plain Blvd in Vancouver, the Elwood consists of 46 affordable permanent homes. 50 percent of the homes will be restricted to tenants who are classified as “homeless,” as defined under HUD’s 2009 HEARTH Act. The property was developed by Housing Initiatives, LLC and syndicated by Hunt Capital Partners, LLC using the 9% Housing Credit.

Trauma-informed design practices lead to a solution that allow residents the ability to have a sense of safety, avoid re-traumatization and live in a healing environment. Features include the use of clear sightlines, and a variety of open vs. private spaces. The development meets the minimum requirements of the Evergreen Sustainable Development Standards (ESDS) which includes requirements for low-VOCs, water conservation, air sealing, and reduced thermal bridging. The property features on-site stormwater management for infiltration & bioretention, LED lighting with occupancy sensors, a bike storage and night sky-friendly exterior lighting. The Elwood also meets the 2015 WA State Energy Code.

An on-site Service Coordinator who works directly with the on-site manager and the residents’ personal case manager(s) to help the tenants with any issue, ranging from help with their apartment to working through behavioral or mental health issues. Community Services Northwest (CSNW) has extensive experience providing behavioral health treatment services, supportive housing case management, and outreach and engagement services to people who are homeless and have severe mental illness.
