View at Blossom Hill is the recently completed new construction of a 271-apartment Housing Credit/Bond financed affordable residential family community within one seven story building. Included are 80 one bedroom, 176 two bedroom and 15 three-bedroom homes. Four homes will be reserved as managers’ units and the remaining will be available to those with incomes at or below 30 percent, 50 percent, 60 percent and 70 percent of area median income (“AMI”).

Amenities include a refrigerator, oven/range, dishwasher, garbage disposal, microwave mini blinds and patio/balcony. Property amenities include a clubhouse with business center, an on-site management/leasing office, central laundry facility, fitness center an outdoor playground, picnic area, secured bicycle parking and 334 covered parking spaces. Social services are being provided to residents at no charge.

The property was financed with $56.177M equity raised by R4 Capital from the proceeds from an investor in the 4% Housing Credit, $73.5M private activity bond proceeds from Bercadia/Deutsche Bank, $15M deferred developer fee and $4.8M deferred contractor fee (contingent).

View at Blossom Hill was developed by JEMCOR Development Partners and Scaled Ventures. The Managing General Partner is Pacific Housing, Inc a 501(3) nonprofit entity. Construction was completed in October 2025 and the building is 85 percent leased as of June 17,2026.
