WESTERN HEIGHTS

KNOXVILLE, TENNESSEE

Western Heights in Knoxville, TN, is a $220 million public-private partnership between Knoxville Community Development Corporation and master developer Brinshore Development, designed by Shapiro & Company Architects.  Western Heights is a transformation plan, master-planned by Urban Design Associates, that renews and reconnects Knoxville’s largest public housing community.

A $40 million HUD Choice Neighborhood Grant was awarded for this mixed-use, mixed-income community. This neighborhood will contain over 280 affordable and market-rate housing apartments to create a diverse, mixed-income community. New public parks, green spaces, and recreation amenities will be built. The plan also includes initiatives to improve access to education, healthcare, internet connectivity, and employment.

Part of the funding for the project was provided from a $40 million HUD Choice Neighborhood Grant that was announced in 2022. The city is investing $4.2 million in infrastructure as a part of the $26.5 million committed over multiple budgets.
