Windsong Apartments, originally constructed in 1965 as a market-rate property, was subsequently renovated in 1987 under the HUD Moderate Rehabilitation program, becoming a government-subsidized apartment community serving lower income families. In 2018, the property was acquired and underwent substantial rehabilitation.

Windsong has 202 garden and townhouse style homes in 32 two-story buildings, plus a one-story community building, located on approximately 7 acres of land. There are 50 one-bedroom and 152 two-bedroom homes. Under the Housing Credit program, occupancy of all apartments is restricted to families earning 60% or less of area median income (AMI); however, as all of the units are covered under a 20-year HUD Section 8 Housing Assistance Payments Contract, occupancy is further restricted to those earning 50% or less of AMI, with families paying just 30% of their income for rent with the remainder being paid by HUD.

The property’s renovations included upgrades to the community building, parking and landscaping, conversion of 11 homes to be ADA compliant, and all apartments received new kitchen and bathroom cabinets and counters. Additionally, the property received new windows and patio doors, flooring and paint, low flow plumbing fixtures, electric range, refrigerator, dishwasher, garbage disposal, split system air conditioning, ceiling fans, window blinds, and patios and balconies. Property amenities include a community building with an on-site management and leasing office, a full kitchen, a computer room and laundry facility, grilling area, picnic tables, a shade shelter, playground, splash pad, and a community garden.

The development was financed using the 4 percent Low-Income Housing Tax Credit (Housing Credit), with financing facilitated by R4 Capital. Windsong was developed by The Hampstead Group, Inc.
