Frederick Ball Apartments, co-developed by Brinshore Development and the Quincy Housing Authority (QHA), consists of the rehabilitation of 48 homes in addition to the new construction of a 17-home building. Of the 65 homes, 59 have Tenant Protection Vouchers, and the remaining six homes have QHA Project Based Vouchers. There are 21 one-bedroom homes, 27 two-bedroom homes, 15 three-bedroom homes, and 2 four-bedroom homes. Frederick Ball Apartments is funded in part by the Illinois Housing Development Authority resources including 9% Low-Income Housing Tax Credits, Illinois Affordable Housing Tax Credits and Trust Fund Loan. The property is jointly owned by Brinshore and the QHA. Construction finished in December 2021.

The property is conveniently located near community amenities such as public transportation, grocery stores, healthcare facilities, daycares, local arts and culture centers, and educational opportunities for all ages.
