2025 AHTCC Fall Meeting and Recognition of Housing Tax Credit Excellence Highlights

The Affordable Housing Tax Credit Coalition (AHTCC) hosted the 2025 Fall Meeting and Recognition of Housing Tax Credit Excellence on Wednesday, October 22 and Thursday, October 23 in Washington, DC.

During the event, attendees heard remarks from Members of Congress, including Affordable Housing Champion Award honorees Senator Todd Young (R-IN) and Representative Darin LaHood (R-IL) and Senator Marsha Blackburn (R-TN). The ten winning properties of the 2025 Recognition of Housing Tax Credit Excellence were celebrated and recognized for their developments that strengthen communities, improve resident opportunities and support economies across the country. Attendees also had the opportunity to hear from Affordable Housing Industry Leader Charles L. Edson.

In addition, congressional staff representing key House and Senate committees shared updates on current legislative priorities, and advocates provided insights into the latest issues affecting the Low-Income Housing Tax Credit (Housing Credit).

The following day, Thursday, October 23, 2025, the AHTCC coordinated congressional meetings with 26 congressional offices. We extend our sincere thanks to everyone who joined these meetings and supported our ongoing advocacy efforts.

Affordable Housing Champion Award Honorees Senator Todd Young (R-IN) and Representative Darin LaHood (R-IL)

   

During the 2025 Fall Meeting, Senator Todd Young was honored with the Affordable Housing Champion Award, joined by AHTCC Leadership and members from Indiana. The event also featured a video message from Representative Darin LaHood, who accepted his award remotely due to the shutdown.

Sen. Marsha Blackburn (R-TN) presented Kent Leach of Hickory Creek Capital Partners with the 2025 Recognition of Housing Tax Credit Excellence for Daugherty Lofts.

Sen. Bill Cassidy (R-LA) presented David Garcia and the Lincoln Avenue Communities team with the 2025 Recognition of Housing Tax Credit Excellence for Tivoli Place.

Sen. Ed Markey (D-MA) presented Ryan Sfreddo of Red Stone Equity Partners and Charles Adams of Pennrose, LLC with the 2025 Recognition of Housing Tax Credit Excellence for The Pryde.

Grace Kubitz from the Office of Sen. Lisa Murkowski (R-AK) presented Gabriel Layman of Cook Inlet Housing Authority with the 2025 Recognition of Housing Tax Credit Excellence for Brewster’s Apartments.

Ryan Sfreddo of Red Stone Equity Partners presented Kelly Sharkey of Humanities Foundation with the 2025 Recognition of Housing Tax Credit Excellence for Archer School Apartments.

Laura Surdel of Boston Financial presented Oriana Sanchez of BlueLine Development, Inc. with the 2025 Recognition of Housing Tax Credit Excellence for Tawi Kaan Apartments.

Tony Bertoldi of CREA, LLC presented Monica Mejia of East LA Community Corporation with the 2025 Recognition of Housing Tax Credit Excellence for El Nuevo Amanecer Apartments.

Julie Sharp of Merchants Capital presented the Cohen-Esrey Development Group with the 2025 Recognition of Housing Tax Credit Excellence for The Launchpad.

Kari Downes of Enterprise Housing Credit Investments presented Philip Petri and Nick Guzek of MDG Design and Construction with the 2025 Recognition of Housing Tax Credit Excellence for Walter I.M. Hodge Pavilion.

Joshua Yurek of Midwest Housing Equity Group, Inc. presented the Arch Icon Development Corporation team with the 2025 Recognition of Housing Tax Credit Excellence for The Cottages by Siena Francis House.

Panel Discussions

A discussion with key congressional staff was moderated by Emily Cadik, CEO, AHTCC, and featured panelists Lauren Bazel, Office of Sen. Maria Cantwell (D-WA); Clancy Lyles, Senate Finance Committee Majority Staff (Chairman Mike Crapo, R-ID); Ben Monticello, Office of Rep. Darin LaHood (R-IL); Fred Moore, Senate Banking Committee Majority Staff (Chairman Tim Scott, R-SC); Kathryn Chakmak Reed, Ways and Means Committee Majority Staff (Chairman Jason Smith, R-MO); and Greg Warren, Office of Sen. Todd Young (R-IN).

The Policy and Advocacy Update was led by Emily Cadik, CEO, AHTCC, and featured panelists Nancy Amstadt, Managing Director, Head of Sales Management, RBC Capital Markets; Sean Farrell, East Capitol Advisors; Christopher Hatcher, Principal, Williams & Jensen; Matt Hoekstra, Principal, Williams & Jensen; and Chris Wilcox, Matt Hoekstra, Principal, Williams & Jensen.

The Affordable Housing Hot Topics panel was moderated by Dudley Benoit, AHTCC Board President, and Senior Managing Director, Walker & Dunlop, and featured panelists Thom Amdur, Senior Vice President of Policy & Impact, Lincoln Avenue Communities; Michael Novogradac, Managing Partner, Novogradac & Company LLP; Matt Reilein, President and CEO, National Equity Fund (NEF); Jennifer Schwartz, Director of Tax and Housing Advocacy, National Council of State Housing Agencies (NCSHA); and Julie Sharp, Executive Vice President, Merchants Capitol.

The Hill Advocacy Strategy and Messaging Post-Reconciliation panel moderated by Hunter Pickels, Senior Vice President, Policy & External Affairs, AHTCC, with featured panelists Andrew Lozano, Policy Director, AHTCC and Meagan Swaney, Policy and Communications Associate, AHTCC, included a discussion to prepare participants for a day of Hill advocacy.

As part of the 2025 AHTCC Fall Meeting and Recognition of Housing Tax Credit Excellence, the AHTCC coordinated congressional meetings for over 30 participants with 26 congressional offices. Thank you to everyone who participated in congressional meetings and contributed to our advocacy efforts.
