VICTORY APARTMENTS I OMAHA

Victory Apartments I in Omaha, NE has won a 2014 Charles L. Edson Tax Credit Excellence Award in the Special Needs Housing category.

In August of 2013, Victory Apartments – Omaha (Victory I) opened its doors. Victory Apartments is an ambitious project involving the complete rehabilitation of the 65-year-old Our Lady of Victory Wing of St. Joseph Hospital. Developed by America First Real Estate Group, LLC in partnership with the United States Department of Veterans Affairs and Grace University, Victory Apartments provides 90 newly-renovated units specifically designed to serve veterans of the United States military.  

Recognizing that supportive services are an essential component of serving the veteran community, the first and second floors of the building are dedicated to providing assistance to residents and veterans in the greater Omaha area. Grace University has located its counseling department on the newly renovated first floor, providing free counseling services from its psychology professors. The second floor is leased by the Omaha Veterans Affairs Medical Center, which operates it Community Resource and Referral Center (CRRC) onsite. The CRRC offers a variety of outreach and supportive services to veterans including case management, mental health counseling, vocational rehabilitation, access to a food pantry, and substance abuse services.  

As part of the development plan, top priority was given to energy efficient design and the resulting economic impact and comfort of the residents. High-performance windows were installed, recycled content carpet was laid, Energy Star-rated appliances were installed, and low-VOC interior paints were used throughout the building. Exterior features include low water landscaping and photocell or time controlled lighting. Building amenities include a 7,000 square-foot fitness center and a community room in addition to community laundry facilities and a storm shelter. 

Victory Apartments enjoys extraordinary community support. Providing safe, clean and affordable housing for veterans is a goal that the community of Omaha demonstrated by the partnerships formed between project developers, the City of Omaha, Douglas County Housing Authority, the Department of Veterans Affairs, Grace University, and the surrounding community. Upon moving in, new residents of Victory Apartments were presented with patriotic welcome wreaths that were hand-made by residents of a nearby assisted living development. 

Funding was made possible by support from the City of Omaha, which contributed Tax Increment Financing of HOME funding totaling over $1 million. The Nebraska Investment Finance Authority awarded the property over $950,000 in Housing Credits syndicated by U.S. Bank. Also critically important is the support for the Douglas County Housing Authority which has committed project-based rental assistance for all 90 units, ensuring veteran residents will pay no more than 30 percent of their income to rent. 

All homes utilize project-based HUD Veterans Affairs Supportive Housing (HUD-VASH).  Due to overwhelming demand, Burlington Capital opened Victory Apartments II Omaha in 2020.
